An Overview of the Conference of Speakers of the EU Parliaments

 

The Conference of Speakers of the EU Parliaments (hereinafter referred to as the Conference of Speakers) is the highest forum for interparliamentary cooperation in the European Union, with the main task of defining the framework and strategic objectives of parliamentary cooperation. The Conference of Speakers is attended by the Speakers of the chambers of the national parliaments of the EU Member States, the President of the European Parliament and, as observers and permanent invitees, the Speakers of the parliaments of the candidate countries and, as special invitees, the Speakers of the parliaments of other European countries.

The Conference of Speakers is usually held once annually, in the first half of the year. The Conference of Speakers is organised by the parliament holding the presidency. The presidency (known as the Coordinating Presidency) is held by the national parliament for one year, from 1 July of a given year to 30 June of the following year. The Coordinating Presidency is always held by the parliament of the Member State holding the rotating presidency of the Council of the EU in the second half of the calendar year, and thus holds the presidency for the first half of the following year, beyond the end of its rotating presidency.

The Conference of Speakers is preceded by the meeting of the Secretaries-General of the European Union Parliaments, whose task is to prepare the agenda for the Conference of Speakers. At the end of the Conference of Speakers, the Speakers of Parliaments jointly agree on the Speakers' conclusions, which are prepared by the Parliament holding the presidency.
